4. Statements of Committee on the Welfare of Scheduled Castes and Scheduled Tribes

Dr. Satyanarayan Jatiya laid on the Table the Statements (Hindi and English Versions) showing Final Action Taken replies of the Government on the recommendations/observations contained in Chapter I of the following Action Taken Reports of the Committee on the Welfare of Scheduled Castes and Scheduled Tribes :-

(1) Forty-third Report (10th Lok Sabha) – Formulation, Implementation and Monitoring of Reservation Policy;

(2) Forty-sixth Report (10th Lok Sabha) – Atrocities on Scheduled Castes and Scheduled Tribes and pattern of Social Crimes towards them;

(3) Fifth Report (11th Lok Sabha) – Reservation for and Employment of Scheduled Castes and Scheduled Tribes in Indian Bank and credit facilities provided by the Bank to them;

Eleventh Report (13th Lok Sabha) – Reservation for and Employment of Scheduled Castes and Scheduled Tribes in All India Radio and Doordarshan; and

Third Report (14th Lok Sabha) – Working of the Tribal Cooperative Marketing Development Federation of India Limited (TRIFED).

5. Calling Attentions

12.01 P.M.

Shri A. Krishnaswamy called the attention of the Minister of Human Resource Development to the need for a suitable legislation providing for reservation to Scheduled Castes, Scheduled Tribes and other Backward Classes in all the Higher Educational Institutions recognized/aided by the Government and Self-Financing Institutions of the country in accordance with the Constitutional provision on reservation.

The Minister of Human Resource Development made a statement in regard thereto.

Shri Ananth Kumar called the attention of the Minister of Water Resources to the need to expedite the approval of Kalasa and Banduri Nala Projects, tributaries to river Mahadayi, in Karnataka in order to solve the acute drinking water problem in the State.

The Minister of Water Resources made a statement in regard thereto.

Smt. Pratibha Singh raised a matter regarding need to provide special economic package to Himachal Pradesh for its all-round development.

(2)

Shri N.S.V. Chitthan raised a matter regarding need to release commemorative stamp on the birth centenary of Dr. Soundram, a freedom fighter falling on 18 August, 2005.

Shri Bir Singh Mahato raised a matter regarding need to extend 315 A and 316 A rail services upto Muri via Jhalda in West Bengal and re-route Shakti Puja Express via Muri, Jalda and Bokaro Steel City.

Dr. (Col.) Dhani Ram Shandil raised a matter regarding need to clear the proposal for setting up of Chanshal-Shimla – Solan for multi-purpose water supply project in Himachal Pradesh.

(5)

Shri Rayapati Sambasiva Rao raised a matter regarding need to grant environmental clearance to the pending irrigation projects of Andhra Pradesh.

(6)

Shri Avinash Rai Khanna raised a matter regarding need to take steps to check use of drugs by youths in Punjab.

(7)

Shri Haribhau Rathod raised a matter regarding need to increase the percentage of reservation provided to Banjara and other nomadic tribes for their socio- economic and educational upliftment.

(8)

Shri Ananta Nayak raised a matter regarding need to release adequate funds for speedy completion of Keonjhargarh – Daitani – Banspani railway section in Orissa.

Shri Hansraj G. Ahir raised a matter regarding need to continue the permission granted to Ayurvedic doctors for using Allopathic system of medication in Maharashtra and other parts of the country.

Shri Prasanta Pradhan raised a matter regarding need for construction of a coastal Highway between Haldia and Digha in West Bengal and also establish Tourism and Small Scale Industrial Complex in the region.

Shri Harikewal Prasad raised a matter regarding need to provide special package to the Government of Uttar Pradesh to meet the imminent threat posed to the villages on the banks of river Ghagra, in Salempur Parliamentary Constituency due to rise in its water level.

(12)

Mohd. Tahir Khan raised a matter regarding need to provide relief to the farmers whose crops have been affected due to erosion caused by river Gomti in Haliapur and Jagdishpuri in Sultanpur district.

Shri Sugrib Singh raised a matter regarding need to open Technical Educational Institutes in Phulbani Parliamentary Constituency, Orissa for the benefit of tribal population.

(14)

Dr. M. Jagannath raised a matter regarding need to take suitable measures for speedy disposal of pending cases in courts.

(15)

Shri Sarbananda Sonowal raised a matter regarding need for inclusion of more areas under the North East Industrial Policy, 1997 with a view to create employment in the region.

The Minister of State in the Ministry of External Affairs made a statement regarding issuance of duplicate passports to those people whose passports have been damaged in the recent floods in Maharashtra on a reduced payment of Rs. 500/-.

The Chair made the following announcement:-

"The Business Advisory Committee at its sitting held today has inter-alia recommended that the sitting fixed for Friday, the 26th August, 2005 may be cancelled and the Private Members’ Business i.e. Bills fixed for that day be taken up on Thursday, the 25th August, 2005 at 4.30 P.M. It was also agreed that in order to enable the House to take up the National Rural Employment Guarantee Bill, Private Members’ Business i.e. Resolutions fixed for tomorrow the 18th August, 2005 be transacted on 25th August, 2005 at 2 P.M.

I hope the House agrees."
